Turnstone conceived and initiated Project Opportunity to address the continued concentration and segregation of low-income families in certain areas of suburban Cook County. The program consists of low interest 2nd mortgages that are made available to private landlords who acquire housing units in opportunity areas of the county. The homes are then leased to selected Housing Choice Voucher clients who have attended and completed special mobility counseling.

All four phases of the program placed 45 families in job-rich areas of the county. Many more private landlords are discovering the benefits of serving this population of renters.
